How to Activate/Deactivate?
ACCS ACCS (Automatic Customer Care System) - is a unique way to access our Star - Cell customer friendly services from your mobile handset. With this modern technology you can access information about Star - Cell, activate or deactivate services, top up the balance with recharge cards and much more. To use this service simply dial 120 - from your mobile handset and follow the instructions of the system. It is not necessary to listen to the whole menu announcement if you want to reach required sub-menu; you can just dial one of the special numbers listed below:

VOICEMAIL SERVICE TOP
Voicemail is effectively a 24-hour answering service. If you are unable to answer a call, Voicemail allows the calling party to leave a message. Just like a traditional answering machine, the caller will hear a greeting and, if chooses, can leave a message. You can retrieve and listen to the messages left in your Voice mailbox at any convenient time for you. Notifications of missed calls and new messages left in Voice mailbox will be delivered to you in a form of SMS (short message), which will contain the date and time of receiving the message as well as the telephone number of the caller.
To Activate Your Voicemail Service, please follow the below instructions:
- Fill in an application form and submit it to one of our Star - Cell Customer Care Offices or you can activate it via ACCS, USSD or ICS.
- Setup incoming call forwarding (call divert) mode to your personal Voice mailbox, using one of the two below possible options:
Option 1 You can activate one or several modes of call forwarding using the menu of your mobile handset by setting the number of the Voice Mail system as + 855 98 200 100. Option 2: Without entering your phone menu, you can divert incoming calls to + 855 98 200 100 by dialing one of the following combinations:
- **61*+ 855 98 200 100 # and press "OK" or "Send" button (in case you would like to receive your Voice messages when you are unable to answer the call)
- **62*+ 855 98 200 100 # and press "OK" or "Send" button (in case you would like to receive your Voice messages while your mobile handset is switched off or not in the Network coverage area)
- **67*+ 855 98 200 100 # and press "OK" or "Send" button (in case you would like to receive your Voice messages while your number is busy)
- **21*+ 855 98 200 100 # and press "OK" or "Send" button (in case you would like to divert all calls)
Note: To cancel any type of call forwarding, simply dial the following combination: # # 002 # and press "OK" or "Send" button. Activating/Deactivating call forwarding can be done only within Star - Cell Network To activate your personal mailbox - dial 101 to reach Voice Messages Service Center. You will be notified by the system that you have entered your Mailbox. You will need to setup your password, following the instructions. You will also be able to adjust the security settings according to your needs (Enable/Disable password request). The system will send you a short message (SMS) notification when a message is delivered into your Voice Mailbox. You can listen to the messages in your Voice Mailbox at any convenient time for you, either on your mobile handset or using any PSTN handset working with tone dialing. To listen to your voice messages using your mobile handset please follow the below instructions:
- Dial the number for Voice Messages Service Center: 101
- Enter you personal password, press # and then follow the instructions of the system.
To listen to your voice messages using PSTN handset with tone dialing, please follow the below instructions:
- Dial the number of Voice Messages Service Center 098 200 101
- Dial your Star - Cell number XXX XXX and press #
Enter your personal password, press # and then follow the instructions of the system.
SMS - Short Message Service TOP
It easy to exchange short text messages with other Star - Cell subscribers as well as with subscribers of other mobile operators, which have established relationships with your Company-Operator.
Sending messages is very easy. In order to send a text message, please follow the below instructions:
- Scroll through your phone's menu to access "message" or "mail" section;
- Select relevant section to create a message, depending on your handset, and type your message (up to 160 Latin characters);
- Send the message by typing in the recipient's phone number and pressing "Send" or "OK" button.
In case an error occurred while sending the message, make sure the SMS center number +855 098 009900 stored on the SIM-card (or in the handset) has not been accidentally deleted or changed. The telephone number of the recipient has to be in the International format while sending an SMS (+ country code-operator code-mobile number, for example, sending to a Star - Cell number +855 098 XXX XXX).
Receiving messages You will be notified by a sound alert when a short message is delivered to your mobile handset, (unless you have switched off the sound message alert function). Scroll through your phone's menu to access the appropriate section so that you can see the text of the message received and sender's mobile phone number or name. The message can be received during the voice call in progress as well as in call waiting mode. If your mobile handset is switched off or outside of the Network coverage area, the message will be delivered to you after the handset is switched on or reaches the Network coverage area. The message will expire in 24 hours after the time it is sent.
Note: If you setup the call forwarding mode to divert incoming calls to another number, the message will still be delivered to your mobile handset. Messages, that are not deleted after you have read them, will be stored on the SIM-card (or your handset) and you can read them repeatedly. Your SIM card can store a limited number of messages, so it is recommended to delete your old messages in order to free up memory space for receiving new messages.
MISSED CALL SERVICE TOP
If someone calls you while you are not in the Network coverage area or your mobile handset is switched off, the use of this service enables you to know who has called you in the last 24 hours. After you turn on your mobile handset or arrive back in the Network coverage area, you will receive a short message with a list of missed calls detailing the time, date and telephone number of the person that called you. How to Activate Missed Call Service: To use this service you need to activate "Call Forwarding (Call Divert)" function to +855 98 200 200 in the sub-menu "Forwarding (divert) if not reachable". When you activate Missed Call Service, "if not reachable" call forwarding to another number or forwarding to Voice mail will be automatically deactivated.
How to Deactivate Missed Call Service To deactivate the service dial # # 002 # and press "OK" or "Send" button, this will cancel all types of call forwarding. To deactivate the Missed Call Service you need to deactivate call forwarding in your mobile phone set menu to missed call number. Note: This service is free of charge! There is no charge for delivering a short message containing a missed calls list.
SMS to E-mail TOP SMS to E-mail allows you to send a message to an E-mail address using Short Message Service and from an E-mail address to a Star - Cell subscriber in the form of SMS.
To activate this service: dial 123 and follow the instructions.
To send an E-mail from your mobile handset you need to type the E-mail address followed by a space and the message itself in "create message box" and send this SMS to short number: 120.
To send a SMS from your Personal Computer, you should type in as follows: 855 98 XXX XXX (mobile number)@sms.star-cell.net in - "TO:" message field.
USSD SERVICE TOP
This is a free of charge service. You can use this service by dialing to the following numbers.
- For menu with various services: *120#
- To check your balance: *121#
- To recharge your account: *122#XXXXXXXXXXXXX# (X=13 digit pin number)
- To know your number & account status: *123#
- To know date & time: *124#
GPRS SERVICE TOP
General Packet Radio Service offers 'always-online' service, higher capacity, Internet-based content and packet-based data services. GPRS enables services such as Internet browsing, e-mail on the move, powerful visual communications, multimedia messages and location-based services. By using GPRS you can always stay online and get connected with family, friends and coworkers.
You can activate this service:
- - Send SMS Text "A" or "a" to 1232 for data traffic provisioning.
- - Send SMS Text "400MA" or "400ma" to 1232 for data traffic 1GB.
- - Send SMS Text "1GA" or "1ga" to 1232 for data traffic 1GB.
- - Send SMS Text "3GA" or "3ga" to 1232 for data traffic 3GB.
You can de-activate this service:
- To deactivate the GPRS service (Data traffic provisioning) type "R" or "r" and send SMS to 1232 and follow the instruction.
- To deactivate the GPRS service (Data traffic 400MB) type "400MR" or "400mr" and send SMS to 1232 and follow the instruction.
- To deactivate the GPRS service (Data traffic 1GB) type "1GR" or "1gr" and send SMS to 1232 and follow the instruction.
- To deactivate the GPRS service (Data traffic 3GB) type "3GR" or "3gr" and send SMS to 1232 and follow the instruction.

MMS TOP
MMS stands for Multimedia Messaging Service, more commonly referred to as 'Picture Messaging' - It's an enhancement over the standard SMS text message as it adds animation, images, sound and video.
You can activate this service by sending SMS to 1233 with text message "A" or "a".
You can de-activate this service by sending SMS to 1233 with text message "R" or "r".

PRBT SERVICE TOP
PRBT (Personalized Ring Back Tones) enables the user to replace conventional ring tones with music/songs of your choice. It is a fun, hip and stylish value-added service that lets subscribers personalize and express individualism through their mobile handsets.
To activate this service send SMS to 1234 with text message "A" or "a".
To de-activate this service send SMS to 1234 with text message "R" or "r".
